`var` will be required in Mojo 1.0

Apparently some Mojo people think this is great, but i think it is a drag: var will be required for all new variables in Mojo 1.0.

This will be just a warning at first, so all code will have some time to adopt to this, but I personally like the implicit variable declaration. Oh well.

I also think it’s a drag. The silver lining is that there will no longer be a question of why sometimes there’s a var and sometimes not.
